O.B. mayor's words, actions make for confusing message

Time for county to establish no-kill animal shelter
      I was told by several people about how great the Monmouth County Animal Shelter is. A couple of weeks ago, I took a carload of items to the facility's thrift store that benefits the animals. The shelter is extremely clean, and the animals are exercised and seem friendly and happy.
