Question remains: Why no bid for $176,000 contract?

I would like to congratulate Council President Pat Gillespie for exposing Councilwoman Lucille Panos ("Gillespie Says Claims Amount to Hypocrisy," Suburban, Feb. 22).

How dare Councilwoman Panos question the fairness and legality of a no-bid $176,000 contract when she has broken the law once ... in her entire life ... six years ago ... and got hit with a late fee? How audacious. If you keep digging for even more "dirt," you might find out that she once handed in a homework assignment late for her 11th-grade English class.

By the way, why wasn't there a bid for a $176,000 contract?
