favor of renovation, concerned about mayor's proposal
Iwould like to present my argument againstMayor Jim Phillips' plan to renovate Lombardi field.

I strongly support the renovation of the entire Lombardi-field complex including the installation of synthetic turf formultipurpose use, newbleachers, concession stand and new track. My concern has been the method of funding the project.

Mayor Phillips has proposed taking $1.1 million from an escrow fund that was established by requiring the owners of the Woodhaven development to set aside $3,000 for every new home that was sold. Township officials and the developer agreed that a total of $6 million from the fund would be used to build a new school or community facility. Township officials who negotiated this arrangement showed great foresight. Don't we often complain that developers don't provide enough amenities associated with their project?

It ismy position that anymoney in the escrow fund should be used for a facility in the vicinity of Englishtown and Texas roads, where the development is being constructed. In time, when a school or community facility is needed in that area of town, the township or theBoard ofEducationwill have to borrow any money that is siphoned from the escrow account.

Nobody disputes that the Lombardi field complex is in need of a major overhaul. I question why the facility has gotten in such bad shape. I hold past and present Board of Educationmembers accountable for not taking steps years ago to renovate the facility, and I believe it is their obligation, and not the responsibility of the township, to fix the field.

The board's operating budget is projected to increase by almost $11million next year- $8million of the increase is due to the receipt of additional state funds. This money was to provide tax relief for homeowners.

Unfortunately, the board's proposed budget does not reduce taxes. I can't, in good conscience, support giving the board more than $1 million when it has not shown me any fiscal accountability.

I've spoken to many officials from the township, coaches, representatives of township sports programs and concerned parents about the proposed renovation and the township's financial participation. It is unfortunate that many have a lack of faith in the ability of the board to properly renovate the Lombardi field. What's even more disappointing is the strong desire to control the use of Lombardi field by township organizations through the $1.1 million township contribution. Shame on anyone who feels this way. The mayor's proposal doesn't accomplish a positive working relationship between the township and the board. It's all about greed.

I am supporting Councilwoman Lucille Panos' proposal to use the township's engineering expertise to assist with the design and construction of the field and the suggestion that the township help maintain the field. This proposal is a true partnership. Next, it's up to the township and the board to work out the details as to the use of the field.

Councilwoman Panos' proposal is fair, responsible and financially sound.
